The Foundation holds empowerment programmes to assist qualified candidates with Interest-free loans, which they are expected to pay back within one year. The beneficiaries pass through two stages of repayment process to ensure that they make judicious use of the money given to them. Those who successfully pass through the stages are subsequently sent forth at the third stage with amounts equivalent to four times their original grant. Muslim women petty traders and market women have been
the most beneficiaries of the scheme. One of the schemes is for women in purdah (Eleha). The beneficiaries of the empowerment scheme have formed themselves into the Istijabah Relief Association.
